Look closer, citizen. The third one along (a...rat?) is wearing the same style of ID badge as the armed dude.

This isn't furries being rounded up for their crimes. This is a secret furry training camp, and they're limbering up for walking on all fours. Their drill sargent is clearly non-furred-up so that the hatred they feel for his harsh regieme of soapy baths and trips to the vet is projected onto humanity at large.
